Military. – We understand that the object in seizing on all soldiers found on the streets — a process which has been going on for several days — is to enforce a regulation lately made requiring all who have authority to stay in Richmond to procure a pass from the office of Major General Gustavus W. Smith, which is located in Belvin's block, on 12th street. For the information of military men to be affected thereby, we may state that the command of Gen. Smith extends South of the line of Gen. Lee's operations, and embraces North Carolina. All commanding within those limits report to and receive their orders from his headquarters.
