There is not room at the armory here in Richd for the necessary operatives of putting up ammunition for both long and field pieces. I therefore respectfully suggest that for all guns beyond the caliber for field pieces be furnished with ammunition from the Navy Yard at Norfolk. In speaking to Capt. Pegram of the Navy upon the subject he concurs with me upon the subject.
