ADDITIONAL POLITICAL ARRESTS. – Provost Marshal A. C. Godwin yesterday caused the arrest of Charles Palmer, a commission and shipping merchant of this city, and William Fay, a ship-builder, also a resident of Richmond, upon charges of disloyalty. Mr. Palmer, who has been quite bold in his expressions of loyalty to the Lincoln Government, is a wealthy citizen, doing business on the corner of Virginia and Cary streets. His only son, Dr. Palmer, of this city, is captain of the 1st company of Richmond Howitzers, attached to General Johnston's Army of the Potomac. We learn that the latter gentleman was yesterday denied permission to see his father. Both the parties named have been consigned to "Castle Godwin," which has yet room left for "a few more of the same sort."
