THE STATE PENITENTIARY. – In anticipation of the withdrawal of the military guard from the Penitentiary, Captain Charles S. Gay, of the late publick guard, is endeavoring to raise a company of thirty men to take the place of the withdrawing military. The bill authorizing the company for such a purpose, has been passed; also a bill authorizing the Governour to furnish the company with arms.
