Although I have in conversation said to you, I believe that it is impossible for this establishment to supply and keep supplied the number of troops taking the field, yet think it my duty to again say as much. Force of hands I can get enough, but the materials to work with are giving out. I think it vitally important that ammunition should instantly be put up in the Southern Arsenals and as fast as made forwarded in small parcels.
